Yeah its slightly bigger than 3 but more than a 1/3 of the map is either blocked off by invisible walls, pointless locations and filler buildings. The map is really limiting. Fallout 3's map has less than a quarter of it being filler. The city, part. Which even then it doesn't come close to what New Vegas has going on.
The New Vegas map is the opposite, the open world space is good and the locations mostly make sense, but the actual Vegas ruins are meh. Not a big fan of Fallout 3's map myself. I just prefer New Vegas. The map was brilliant but the Fellout mod is essential to get rid of the luminous green that's always present.

While 3 might have better map design and atmosphere, NV has the better writing, plot, game mechanics, lore and DLC, making it superior, especially for immersion over a long period of time (3 is better for immersion on a shorter period, but is more intense).
